The ranking position is not the same as the quota initially assigned. The fact that the ranking allows registration up to the 40th position in 2024/2025 does not mean that the standard Non-EU quota was initially 40; the possibility of unused Marco Polo spots being transferred to the standard Non-EU quota can explain why the ranking extends beyond the initial allocation. This is because the Marco Polo quota allocated each year can be transferred to the Non-EU quota if it is not used.

In 2025/2026, the ranking position of 35 exactly matched the initial standard Non-EU quota of 35; this indicates that the transfer mechanism did not operate in the same way that year.

It is not possible to establish a definite competition trend with only two academic years of data. An increase from 71.20 to 72.30 does not mean that competition has definitely increased or that the cut-off will definitely rise the following year. Past cut-off values do not guarantee anything for the next year and do not provide a target score commitment.

Program and training structure

The Medicine and Surgery program at the University of Pavia is commonly known as the 'Harvey Course' and is presented by the university as one of the first medical programs conducted in English in Italy.

The LM-41 program is a six-year, 360 ECTS single-cycle Master's Degree; in the Italian system, it combines the bachelor's and master's stages into a single integrated program without separating them.

In the admission announcements, the quota is defined in three separate groups: candidates who are EU citizens or legally residing in Italy, 'standard Non-EU' candidates residing abroad, and candidates within the Marco Polo Project reserved for Chinese students. These three groups are subject to different application and evaluation processes.

The university's medical program conducted in Italian is referred to as the Golgi Course; the Harvey Course is separate from this and is an entirely independent program conducted in English.

According to the program regulations, an Additional Educational Obligation (OFA) may be applied for students who are accepted based on the national ranking but have an IMAT score below 30. In this case, the student may need to complete an online/remedial process covering IMAT topics before being able to take the university exams, and pass an assessment at the end of this process with at least a 50% success rate.

According to the program regulations, in order to move from the first year to the second year, it is expected that the student has completed at least 42 ECTS credits by December 20 of the academic year.

Pavia Medical Education Fee

There is no single and fixed tuition fee for Non-EU students in Pavia. The fee is based on an all-inclusive flat-rate system that varies according to the country group/bracket determined by the student's nationality and their economic situation.

Tuition fees at public universities in Italy are often calculated based on documents showing family income and the relevant fee bracket. Therefore, ISEE or equivalent income documents accepted by the university can affect the annual amount a student will pay. If an appropriate income document is not provided, a higher fee bracket may be applied.

For this reason, two students enrolled in the same program may pay different annual fees if they fall into different brackets. Before applying, Pavia's current fee table should be reviewed according to nationality, country group, and income declaration conditions.

The default charging method for non-EU students is a flat-rate system determined according to nationality. However, if the student meets the conditions, they can request that their fee be calculated based on their family's actual economic situation; in this case, the Equivalent ISEE calculation comes into play instead of the flat-rate. This calculation step becomes mandatory if applying for EDiSU Pavia scholarships.

When calculating the ISEE equivalent for families residing abroad; the family's annual total income (converted to Euros at the exchange rate of the Bank of Italy), a certain percentage of real estate assets abroad, and a certain percentage of movable assets (such as bank accounts) are taken into account. The total obtained is divided by an equivalence scale coefficient that varies according to family size to obtain the final indicator.

If the required income documents are not submitted by the deadline set by the university, flat-rate charging may be automatically applied for Non-EU students. In case the documents are submitted late, an additional administrative delay fee (approximately 165 Euros) may also apply.

2025/2026

An all-inclusive flat-rate fee system has been applied for non-EU students; there are amounts that vary according to the country group (bracket) (example: 1,500 Euros for bracket 2, 4,500 Euros for bracket 3).

2026/2027

According to the university's current official fee regulation, Non-EU fees range from approximately 390-4,550 Euros/year depending on nationality and field of study. This figure has replaced the 2025/2026 figures.

Scholarship and dormitory applications

The main regional scholarship institution in Pavia is EDiSU Pavia (Ente per il Diritto allo Studio Universitario).

The scholarship is evaluated based on the student's family's income level and academic achievement conditions; its scope may include accommodation, daily meals, and cash support components.

The deadline for the 2025/2026 regular scholarship application has been announced as September 15, 2025, at 12:00; the application is made through EDiSU's online student services.

EDiSU Pavia generally conducts scholarship and support processes for students through two separate calls: the Ordinary Scholarship call and the College Placements call. These two processes may include different application steps and dates.

The deadline for college/dormitory placement applications for the 2025/2026 academic year has been announced as August 4, 2025; this date is different from the scholarship application deadline of September 15, 2025, of the same year. According to EDiSU's official page, the scholarship application deadline for the 2026/2027 academic year is stated as September 15, 2026, at 15:00. These dates may change according to the updated call text published by EDiSU every year; the call text for the relevant year should be checked before applying.

To show the economic situation of families residing abroad, documents regarding family composition, annual gross income, and owned real estate and movable assets are usually requested. These documents may need to be officially translated, legalized, or apostilled, and the original paper copies may need to be sent directly to the relevant unit of EDiSU.

EDiSU also classifies students according to their housing situation: students who have a place in an EDiSU dormitory or can provide an official/registered rental agreement are considered as 'Fuori Sede' (resident/from outside), while students who cannot meet these conditions may be considered 'Pendolare' (day-to-day/commuter); this situation can affect the amount of the scholarship.
