Medical Scholarships in Italy: DSU, ISEE, MAECI, and University Scholarships
The scholarship system for medical education in Italy does not consist solely of merit-based scholarships. The mechanism most frequently applied for by international students is the regional, need-based DSU system. In addition, MAECI, university merit scholarships, the colleges of merit in Pavia, and the private medical schools' own financing options operate under separate rules.
Scholarship outcomes vary by region, the current bando, ISEE/ISPE values, student status, rental documentation, available budget and academic progress. Eligibility to apply does not guarantee a scholarship or accommodation place.
1 — Financing approach
Why is the scholarship system in Italy different?
The student support system in Italy is not limited to merit scholarships awarded to a limited number of candidates with the highest grades. The regional right to education system uses a need-based approach that takes into account the family's economic situation and the student's education expenses.
The main source of funding for medical students is mostly DSU. DSU is not only cash support deposited into a bank account; it can include components such as tuition reduction or exemption, dining hall, dormitory allocation, or rent contribution. The structure of the package varies according to the region, ISEE bracket, accommodation status, and academic progress.
2 — The right to regional education
What is DSU and who can apply?
DSU, Diritto allo Studio Universitario is the short form of the expression. The system is managed more by regional public institutions than by universities. EU and Non-EU students who meet the requirements can apply for programs within the scope of the current call, regardless of the program being in English or Italian. Programs like the six-year Medicine and SurgeryLaurea Magistrale a Ciclo Unico programs are also included in most regional calls.
In the first year of registration, the evaluation can start based on economic suitability and administrative conditions. However, it is not unconditional: there may be an obligation to complete certain CFU targets within the year. In subsequent years, the renewal of the scholarship is tied to accumulated academic credit targets in addition to economic conditions.

3 — Support components
What can the DSU scholarship package cover?
Regional institutions can evaluate different components in a single call, but not all students receive the same combination. The amount, type of service, and payment date vary according to the latest announcement of the region.

4 — Accommodation status
What do Fuori Sede, Pendolare, and In Sede mean?
In DSU cash support, the distance between the student's family's residence and the university, as well as the type of accommodation, may be decisive. Since distance, travel time, and rental agreement conditions vary according to regional institutions, being only a Turkish student does not automatically grant Fuori Sede status.
Fuori Sede
A student living away from their family and university city. This is the status most commonly aimed for by candidates coming from Turkey; however, valid, registered proof of a rental agreement covering the required duration of the call, or suitable institutional dormitory proof, is required.
Pendolare
A candidate who goes to university and comes back or lives outside the city but cannot submit the required accommodation document for Fuori Sede on time. Cash support may be lower than the Fuori Sede level.
In Sede
A student who lives with their family in the city where the university is located or in a nearby suitable area. Since accommodation expenses are considered lower, cash support is usually in the lowest category.
5 — Incompatibilità
Who might be at risk or non-compliant when applying for DSU?
Regional calls may include provisions of inconsistency regarding issues such as previously obtained diploma level, simultaneous scholarship, year of enrollment, student status, and claim of independent household. The final evaluation belongs to the current text of the relevant institution.
Second diploma at the same level
Medicine and Surgery is classified as a single-cycle master's level in Italy. Candidates who have previously obtained a long-cycle/master's level diploma in dentistry, pharmacy, law, or other fields may face the same level of scholarship restriction. The situation of three- to four-year bachelor's degree graduates may be interpreted differently, and additional restrictions may arise in the later years of the program; the diploma level must be verified in writing by the scholarship institution.
Independent student claim
Living alone or being above a certain age does not automatically exclude family income from the calculation. Institutions usually require at least two years of official residence separate from the family and the student's own sufficient, taxed regular income. The income threshold and documentation method change from year to year.
Age and compatibility with other scholarships
There may not be a general age limit at DSU; however, the duration of the program, previous enrollments, and the years of scholarship usage may create limitations. MAECI and some merit scholarships may have age requirements. Receiving two cash scholarships at the same time may also be subject to the incompatibility provision.
6 — Regional map
DSU institutions according to medical faculties
There is no single national DSU portal in Italy. The application date, ISEE/ISPE threshold, rental document, dormitory ranking, and payment plan are determined by the regional or university office. The map below is for orientation; the current institutional call should be used instead of the exact amount and date.

7 — Economic assessment
What is ISEE Parificato?
Families whose income and assets are located outside Italy mostly use the ISEE Parificato or ISEEU process instead of the standard Italian ISEE. The authorized CAF or the office designated by the institution converts the family's income, bank and real estate assets, and household size into a common calculation framework.
The assessment considers more than salary. Income, financial assets, real estate, and household size are evaluated together. Even if a student falls below the ISEE threshold, the asset indicator ISPE may exceed the limit. Thresholds vary by region and year; even a small exceedance can affect eligibility.

The number of family members can affect the calculation coefficient; however, artificially expanding the household or showing fewer people creates a serious document discrepancy. The official family structure must be declared completely.
8 — File to be prepared in Turkey
Which documents are required for ISEE Certification?
The reference year, document issuance date, and family coverage should be determined from the latest regional call. The same set of documents may not be accepted identically by each institution; the list below is a preparatory framework.
Family and household structure
- Full detailed population registration certificate
- Residence showing the student, mother, father, siblings, and persons in the same household
- If there is divorce, death, custody, or disability, the relevant official documents
Income and employment status
- SGK 4A/4B/4C service statements and income documents for the requested reference year
- Pay slips or pension statements
- Tax certificate, activity certificate, and relevant trade records for the company/tradesman
- There is no official record or income certificate for the family member who does not work
Bank and financial assets
- All current, term, and foreign currency accounts belonging to the student and family members
- Closing balance at the end of December 31 of the reference year
- The annual average balance of the same reference year
- If the institution wishes, securities, partnership, and other financial asset records
Real estate and housing
- Title deeds of houses, land, shops, and other real estates
- Square meter and market/value information from the municipality or the authorized authority
- If there is no immovable property, official document stating no immovable property exists
- If the family is living in a rental, a valid lease agreement
9 — Document validity
Apostille, translation, and legalization process
Official Turkish documents may not be directly accepted by Italian institutions. The request may require the document to be apostilled, a sworn translation into Italian, notarization, or certain consular procedures. For some types of documents, a second apostille may be required after the translation/notarization stage.
The correct order varies depending on the type of document and the acceptance procedure of the regional institution. Generalizations such as “All documents must have a double apostille” or “only the e-Government printout is sufficient” are not reliable. 10 — Academic attendance requirement
CFU, bonus credit and Revoca risk
Although DSU seems to be needs-based in the first year, it is not a completely unconditional payment. If the student does not earn the minimum CFU by the date specified in the call, the second installment may be halted or the scholarshipRevoca can be canceled with. In case of Revoca, cash payment, dormitory, and cafeteria services can be requested back in full or in part.
Checkpoint dates such as August 10 in the first grade and November 30 in some regions can be used. The minimum number of credits varies according to the program and region. From the second year onwards, the total CFU accumulated from previous years is evaluated when renewing the scholarship.

11 — The most critical timing risk
Scholarship application without waiting for the IMAT result: Double Deadline
The most common mistake is the thought, “Let me see my IMAT result first, I will apply for a scholarship if I get into the university.” DSU portals mostly open in the summer months and in some regions close before the IMAT exam or its results. A student may have to apply for a conditional scholarship/dorm in the target region without yet knowing whether they will be admitted.
If the IMAT result is negative, the unused scholarship application will be canceled; however, if the student has been placed and missed the DSU deadline, they may be deprived of tuition, rent, and living support for that academic year. Therefore, scholarship documents should be prepared at the same time as the IMAT study plan.
Ocak – Nisan
Determine target universities and regions. Research which fiscal year's income, bank, and real estate data will be requested and start collecting documents.
May – July
Complete the apostille, Italian translation, and if necessary, notary/consulate procedures. Carry out Universitaly pre-enrollment and ISEE preparation in parallel.
July – August
Complete regional DSU applications, if any dormitory requests, and preliminary procedures regarding rental status without waiting for the IMAT result.
September
Take the IMAT exam; simultaneously follow the additional deadlines given by the regional institution for missing documents, rental agreements, or the ISEE protocol.
October – November
Complete your university registration. Check the provisional ranking results and do not miss the objection window if there is an error or missing document.
December and after
Follow the final ranking and payment plan. Keep a personal cash reserve for rent, deposit, food, and transportation, considering that the first installment may be delayed.
12 — National ministry scholarship
Are MAECI scholarships suitable for medical students?
MAECI is the national, merit-based scholarship program of the Italian Ministry of Foreign Affairs and International Cooperation. It is not regional or need-based like DSU. Applications are made through the Study in Italy system and are often opened earlier than the DSU period.
In past calls, monthly support of approximately €900 and nine-month support-like packages have been observed; the amount, payment period, health insurance, and fee exemption may change with each new call. There may be age limits, B2 language certificate requirements, and academic selection criteria.
The most important limitation is six yearsLaurea Magistrale a Ciclo UnicoIn the initial registration phase of the programs, most MAECI calls may fall outside the main scope. Exceptions may exist for graduates of the Italian school system or renewal applications; these should not be considered valid for every candidate.
13 — University success supports
Merit scholarships and merit colleges
Some universities publish their own merit scholarships for international students. These are different from DSU: instead of financial need, exam scores, academic achievement, CV, interview, or a separate evaluation may be used. It should be specifically checked whether the call includes Medicine and Surgery students.
Scholarships such as Bologna International Talents
Universities like Bologna may periodically publish merit calls including tuition waivers and cash support. In past calls, criteria such as GRE, SAT, or TOLC have been used. The program scope, number of scholarships, amount, and exam requirement vary from year to year. Receiving two cash supports simultaneously with DSU may not be allowed; the student may have to choose the more advantageous option.
Pavia Collegi di Merito
Structures like Collegio Ghislieri, Collegio Borromeo, and Collegio Nuovo are not only dormitories; they are merit colleges that offer selective exams/interviews, academic activities, and a strong alumni network. Accommodation can be subsidized upon admission, and access to additional academic programs can be provided. Due to competitive selection, these are not a guaranteed alternative to general student funding, but an additional opportunity for strong candidates.
14 — Private medical faculties
How are the Humanitas and San Raffaele scholarships evaluated?
The annual tuition fees of private medical schools are significantly higher than those of state universities. Even if there is institutional scholarship or regional support, the student still needs to separately calculate the remaining annual cost, the conditions for continuation, and the scenario of losing the scholarship.
Humanitas
Non-EU candidates may be offered partial merit scholarships based on criteria such as HUMAT ranking and high school performance. The number and amount of scholarships are limited; renewal may be required with a high GPA or annual CFU target. Past scholarship amounts are not guaranteed for the next term.
San Raffaele
The program, which has its own entrance exam and high private university fees, may have support calls linked to the education entitlement system in Lombardy in addition to university scholarships. Tuition reduction, cash, dormitory, and mensa outcomes may be subject to separate conditions.
